The Mandate

We stand parallel with the African Union — for Africa’s youth.

Mission

Over 70% of Africa's population is under the age of 35. That is not a challenge — it is a remarkable opportunity. IPAYP exists so young Africans are included meaningfully in decision-making across governments, institutions, and civil society, using the African Youth Charter, Agenda 2063, and Agenda 2030 as our working documents.

Independent

Non-partisan and youth-led, free from undue political or institutional influence.

Pan-African

Young people across 55 AU member states and the wider diaspora.

Youth-led

Nothing about the youth, without the youth.

Grounded

African Youth Charter, Agenda 2063, and Agenda 2030.

Strategic Plan 2026–2031

Six priorities. One generation.

All programs
01

Youth Development and Empowerment

Building the capacity, leadership, and confidence of young Africans. We encourage civic participation and volunteering, provide leadership training, mentorship and life skills, and ensure marginalized youth — including persons with disabilities and tribal minorities — have equal opportunity to take part.

02

Preventing and Countering Violent Extremism

Working with young people to counter harmful messaging and become advocates for peace. We address root causes such as poverty and unemployment, promote peace education across faiths and communities, and build a continental network of IPAYP Youth Peace Ambassadors.

03

Entrepreneurship and African Diaspora

Connecting youth entrepreneurship on the continent with the African diaspora to strengthen markets, investment, and self-reliance — encouraging Pan-African trade, guiding young people to resources for ventures, and building networks that turn remittances into productive industry.

04

Human Capital Development

Investing in Africa's lifeline: youth-centric health, education, and professional development. We promote access to quality education and employable skills — including STEM, agriculture, and agribusiness — and support rural transformation through technical and vocational training.

05

International Relations and Good Governance

Positioning young people as contributors to diplomacy, governance, and policymaking. We strengthen youth voice at national, regional, and continental levels, build working relationships with international partners, and promote ethical leadership — standing parallel with the African Union wherever policies affecting the continent are convened.

06

International Election Observation

Youth participation in elections — at home and in neighbouring countries — strengthens legitimacy, transparency, and inclusivity. We run civic education and political awareness campaigns, and train young people to serve as credible election observers.

The 2026–2031 mandate

Targets we will be measured by.

Over the next five years IPAYP will deepen partnerships with organisations, embassies, companies, and civil society — so more young people across the continent can take part in programmes that build skills, peace, and opportunity.
